<p align="left">MCCP:</p>
<ol>
<li>One-half percent per year funding for the B&amp;C program with .25% allocated towards ongoing adjustments and .25% allocated towards one-time adjustments</li>
<li>No rollover of funds going forward</li>
<li>Contract requires that funds be fully allocated or distributed each year through the program</li>
<li>Future segregated funding will be available to address reporting relationships and compaction</li>
<li>Department Heads will have a separate MCCP Pool</li>
</ol>

<p align="left">Flex Credits (“Cafeteria”) Plan:</p>
<ol>
<li>Tracking the Citywide Healthcare Settlement, MEA modified EE only to 65% of Kaiser Index and fixed the amount at $725 for the term of the MOU.  It is expected that the 65% will replace the fixed rate in 2015.</li>
<li>EE +1 and EE +2 remain tied to 75% of Kaiser Index.  Citywide split was 90%/10% for EE only.</li>
</ol>

<p><strong>Substantive:</strong></p>
<ul>
<li>Probationary Period (Art. II.B.) – Provide Notice to MEA for extensions and releases</li>
<li>Performance Appraisals  – 30 days to Respond to Performance Appraisals</li>
<li>SDI (Art. III.V.) – Provided to all New Employees</li>
<li>Acting Assignment Pay (Art. III.C.) – Limit length to no more than 6 months; longer period requires exigent circumstances and DHR approval; MTA Art. III.E language remains the same</li>
<li>Notice/Pay in Lieu (Art III.Q) – 60 Days for PCS layoffs</li>
<li>Management Training (Art. IV.A.) – Expanded Reimbursement  to allow for full reimbursement of travel and lodging up to $1000 and to include per diem; New Section on Leadership Development funded by DHR.  Elimination of rollover of unused funds.</li>
<li>Severance Pay (Art III.R.) – A delay in providing severance release extends the paid notice period.  Prohibit return in Prop F capacity in same department for two years if severance is paid.</li>
<li>Pay for Performance – Payment that would have been made in October 2012 will be included in retirement restoration for those who retire before or on June 30, 2012</li>
<li>Discipline (Art. II.C.) – Expanded and expedited arbitration rights for suspensions of PCS employees.</li>
<li>Retirement – Reference Prop C cost-sharing matrix for SFERS members and integrate CalPERS agreement into MOU</li>

<ul>
<li>Dues Deduction (Art. I.H.) – Update Info Provided to MEA</li>
<li>PEC Language (Art. II. D.) – Delete as Obsolete (except for language re Notice for Displacements and Utilization of Prop F and Temporary Exempt Employees)</li>
<li>Personal Service Contracts (Art. II. F.) – Disband Joint Labor Management Committee</li>
<li>Arbitrators (Appendix B)– Update List to remove retired/deceased arbitrators and new names</li>
<li>Wellness (Art. III.U.) – Delete as Obsolete</li>
<li>Sick Leave/Bereavement (Art. III. T.) – Include rate of sick leave accrual and circumstances under which an employee is permitted to use sick leave for bereavement in MOU; [No waiver of Admin Code Chapter 12 W]</li>
<li>Vacation (Art. III.S.) – Include accrual formula in MOU</li>
<li>Special Premiums (Art. III.G.) – Eliminate when Incumbent Vacates the Position</li>
<li>MEA Job Codes (Appendix A) – Elimination of unused job codes, language protecting civil service rights, if any, of former incumbents</li>

<p><strong>Vacation Note</strong></p>
<p>You may not be aware of it, but the Administrative Code provides for an additional 40 hour vacation entitlement after five years of continuous service and a second additional 40 hours after fifteen years of service.  Please see the DHR Employee Handbook or the Administrative Code Section 16.12 for details.</p>
